Abstract
Analizuojama šiuolaikinės demokratijos netobulumų tema, daugiau dėmesio skiriant demokratijos raidos kokybės klausimams – demokratijos defektams ir disfunkcijai, jų atsiradimo priežastims ir pasekmėms bei tarpusavio dialektikai. Atskirai nagrinėjami kai kurie demokratijos defektavimo ir disfunkcijos atvejai, aptariama naujo požiūrio į demokratiją svarba.
 
This article deals with the subject of transformation and imperfections of modern democracy and, in particular, analyses the issues of the quality of its development: the defects and dysfunctions of democracy, their causes, effects and dialectics. It also presents an analysis of the specific manifestations of democracy’s defects and dysfunctions. In addition, the article discusses the importance of a new approach to democracy that goes beyond the traditional paradigms. This problem is especially significant thanks to the gradual decline of the Third Wave Democracy; hence the conclusion that democracy is subject to constant change and formation and that the transformation of democracy does not fully depend on the evolution of a state. This transformation takes place according to its own independent “plan”: democracy’s defects and dysfunctions will always be part of democratic societies and this confirms that such societies are not ideal. On the other hand, this shows that the rectification of defects and malfunctions of the functional system (so that it functions in accordance with its original purpose) means both a cancellation of democratic involution and a method of democracy’s evolution.
