Abstract
Even though we live in the market economy not everything is left to be solved by the market. In situations when the market itself can not quickly and effectively res pond to problems for the benefit of the society government still have to take the lea ding role. However the decisions on the regulating measures to be implemented have to be made with care and thoroughly evaluated in advance. The current methodology on the evaluation of regulating measures imposed by the government of Lithuania even though have some positive features do not ensure transparent and thorough evalua tion of the regulating measures (e.g. there is no obligation to correlate between the measure to be implemented and the duration of the period to be evaluated). The article examines the possibilities of using the cost-benefit analysis (used world wide for the evaluation of investment projects) for governments for the evaluation of the regulation measures to be implemented. Specific features of the cost-benefit ana lysis are examined and the specific needs of evaluation of a regulation are being ad dressed. The conclusions are drawn at the end - the cost-benefit analysis even though ha ving some drawbacks such as difficult monetary valuation of economic/social/envi ronmental benefits is found to be able to significantly improve the quality of the ana lysis of possible impact of the implementation of regulating measures.
