Abstract
The classical equilibrium theories of migration argue that workers move from depressed regions to prosperous ones. In depressed regions there exists a number of incentives not to leave rural areas: low prices of farmland reduce the incentive to sell it, which makes it more difficult for small farmers to move from rural areas. Depressed regions usually lose a large number of labour force with higher education and there fore lose human capital, but simultaneously are destination regions for some migrants with low education. This process is clearly reinforced by inter – regional and external migration. Low qualification of labour force in depressed regions, as economic factor, makes impossibile the econo¬mic and social development.
