This paper examines the concept of technology and content transformation, when the object of cognitive and impact becomes humanitarian and social processes. For this purpose, it is invoked that knowledge and innovation of social and humanitarian type and the equivalent of technology serve knowledge, innovation and technology cluster as a complex adaptive system technology cultivar. In such context, the projection of universal sustainable development for small country specifically is looking for the answer, how knowledge, innovation and technology cluster could be structured, when the object of the analysis becomes the problems of country’s universal sustainable development. The authors synthesise existing ideas on this matter and submit their opinion about the opportunity to disclosure the interaction between knowledge, innovation and technology in the context of value creation. The principles of informative stochastic optimisation are presented and used in order to optimise the structure of mentioned cluster. In turn, an adequate expertise system is used to disclose the anatomy of the cluster and create a precondition financial structure optimisation.
