Kompleksinis požiūris į kelių kraštovaizdžio formavimą

Abstract

Įgyvendinant Europos kraštovaizdžio konvencijos ir Lietuvos Respublikos kraštovaizdžio politikos nuostatas siekiama, kad kraštovaizdžio klausimai taptų integruota bet kurio sektoriaus dalimi. Straipsnyje pristatomas kompleksinis požiūris į kelių ir geležinkelių planavimo, projektavimo, priežiūros praktiką. Pateikiami kelio erdvės formavimo principai ir priemonės, demonstruojami gerieji kelio techninių parametrų, saugaus eismo ir kraštovaizdžio struktūros, ekologinių ir estetinių funkcijų apsaugos ir tvarkymo reikalavimų derinimo pavyzdžiai. Siūlomos erdvinio projektavimo gairės, dėl kurių kelias ir jo trasa geriau priderinami prie reljefo, užtikrinamas trasos sklandumas, kontekstualumas, vandens telkinių, jų pakrančių apsauga, geros užliejamų teritorijų ekologinės būklės išsaugojimas, budingas želdinimas. Apibrėžiami aplinkosauginių priemonių, kelio statinių įrengimo kraštovaizdiniai objektai, kelio informacinio lauko formavimo, išorinės vaizdinės reklamos reguliavimo galimybės.

Success of the integration of landscape issues into infrastructure sector is related to the close colaboration of different sectors' specialists and administrators of road/railway. The paper presents the findings of the project initiated by the Ministry of Environment within the framework of the National landscape policy, EU Cohesion promotion policy, that implements European Landscape Convention requirements “Preparation of the “Landscape Guidelines for the Roads and Railways of National Significance”. The aim of the paper is to review the main principles and examples how to harmonize road and landscape, to seek roadscape sustainability keeping in mind traffic safety, safeguarding the identity, diversity and vitality of particular and whole Lithuanian landscape. The main principles of appropriate integration of roads into the urban, peri-urban, agricultural and natural landscape are: preservation of integrity of landscape structure; harmonization of road and landscape forms (repeating scale, shape and location of elements); protection of landscape values, safeguarding and strengthening of its functions; keeping the road recognizable). Stressing the individual approach and complexity of measures need to be undertaken, such concepts are distinguished: integration of road into the landscape; masking the rough road elements; use of high quality architecture road elements and constructions; compensation of the damage made to the natural environment and the landscape; restoration of structure and functions of the landscape. The fundamentals how to adjust roads layout and its elements to the different components of landscape are laid out; landscape orientated installation of environmental measures for noise and pollution control, biodiversity protection, construction of infrastructure buildings, development and management of services, rest areas, viewing points near the roads are described. Possible styles of roads are analysed, the recommendations concerning the development of the natural and cultural landscape values information system and proposals for regulation of free standing billboards construction taking into account their visual impact are introduced.
