An evaluation of land plots, when their purpose is developing as described above, shall be performed by one of the methods: 1) Method of a direct comparison. The object to be evaluated shall have comparative objects selected from the same stage of developing. 2) Method of a deductive/proving comparison. In this case one may choose objects from other constituents of purpose developing for the comparison with the object to be estimated. The quality characteristics (in a digital from) of the land plot purpose development shall be evaluated through units of measurement. The process stage 4.2. which includes all parts of land plot purpose change obtains the best importance of quality criterion which is equal to 1, or 100%. Other stages of the process have relative values after fixing of each stage expenses, yearly inflation (%), duration of process and an average increase of land value.
