To determine the efficiency of a university's performance, two problems should be solved. It is necessary to assess a teacher's work and, based on this evaluation, to determine the efficiency of a particular department and a university as a whole (by moving from the lowest to the highest level). The present investigation aims to demonstrate a method of determining the efficiency of a system, ie a university, by integrating the performance results achieved at the lower levels. A teacher's performance in research, academic and other activities can be described by many various factors. Therefore, their general assessment requires the integration of these criteria into a single indicator. This can be achieved by using multi-criteria methods that allows one to quantitatively evaluate the considered alternatives (teachers, departments and universities) from various perspectives, ranking them in preference order. In this paper, the authors aim to demonstrate a method of determining the effectiveness of the performance of the whole system, ie state universities, by integrating the results obtained for the effectiveness of performance at the lower levels.
