The article deals with the review of business management theories and the possibilities of their application while developing railway transport activities in the international environment. The circumstances of international business development in the global business environment with the purpose of using intermodal business experience and the good practice that is applied in the railway transport sector, are spotlighted. Special attention is devoted to the organisation of railway transport activities in the multicultural environment; the model of system theory is carefully analysed while trying to solve problems of the interaction of railway transport and other types of activities in the complex way in order to achieve a common goal. Attention is given to the definition of effective value chain, produced by the railway transport, which is used to create the development of business partner relationship and generate income. For the development of the railway transport activities, the model “alliance + cluster”, operating under the system principle, which is based on the effective interaction of the system elements, is proposed. The basis of the system consists of alliance, cluster and rail corridor elements, as the integral elements and formations of the system. The efficiency of the system is achieved through setting goals collectively and creating a common management strategy.
