The basic regularities in deformation and fracture of oil and gas pipeline steel (17G1S-U) under static tension and impact-oscillatory loading are revealed. The kinetics of deformation processes in the material are described by the method of complete stress-strain diagrams. Short-term, low-cycle (15 ... 20 cycles), high-frequency (1 ... 2 kHz) loading with a high stress amplitude under impact-oscillatory loading similar to hydraulic impact is found to be a very dangerous loading mode for pipe steels.
