Creating training system in Eastern and Central Europe: essential assumption for stable development in labour-market
Abstract
The article assesses training system in order to create conditions for stable development in labour-market. Methodically based strategic management system consists of two interrelated parts: strategy establishment and its implementation. The first part includes an overall analysis of the system and intentions determining the efficiency of the activity. Identification of the factors influencing efficiency of the activity serves for establishment of the vision for the system. After formation of an ideal status, it is oriented to managerial activity and an ideal is set, A multi-stage system of objectives is formed for its realisation and it can be described as a structurised unit of data that accumulates the collected, systemised and assessed strategic information. The article states that neither public sector development strategy nor means for its implementation create necessary conditions for establishment of appropriate preconditions of stable development in labour-market. Therefore it is suggested creating a methodically based human resources system, thus, creating appropriate conditions for developmenl of public administration and increase in public service efficiency.
