Abstract
The main aim of this publication is, by applying methods and models of strategic management, to reveal tendencies in the development of human resources potential in conditions of social, economic and technological advancement, to offer promising theoretical models for the development of the potential of human resources in the public sector relevantly to the new needs emerging in the EU space, as well as is to formulate and ground the main principles of public administration specialist development, education and training and to describe an original public administration specialist development model based on the implementation of the ideas of knowledge based society creation , of the ideas of internationalization of the education and training systems , of the ideas of life – long learning and networking in the global space.
