Abstract

Any earlier attempts by the sectors of economy or infrastructure to solve the Nemunas river problem were obstructed due to strategic, economic and financial reasons. Most of the problems identified have been put aside since the issues were nor solved in the consistent manner. In the course of time the problems were worsened and not inter-organisational solutions were reached. Refurbishment of the navigable part of river Nemunas became a problem of a special complexity. The system of Lithuanian inland waterways is not closed nor local. This is reinforced by the AGN Agreement signed on 19 January 1996 in Geneva. After the signature of "European Agreement on the Main Inland Waterways of International Importance" in Helsinki in 1997, the importance of refurbishment of waterway E41, through Nemunas and Kuršių lagoon, its connection to E70 and to inland waterways of the neighbouring countries became unquestionable and the problem is to be solved rapidly.
