Оценка эффективности региональной политики в развитии сектора высоких технологий: сравнительный анализ

Abstract

The paper brings forward a comparative analysis of the main factors of regional policy developing high technology on example of European Union, Russia, the USA and China, overviews the main methods in evaluation of efficiency of regional policy, provides empirical research performed in the sector of high technology. As an empirical basis for the research the data of European Commission Joint Research Centre Institute for the Protection and Security of the Citizen, the American Office of Scientific Research and Development, Eurostat and the Nation Master for the period of 2000–2010 have been used. The correlation and cluster analysis revealed the importance of «intangible» factors in evaluation of efficiency of regional policy developing high technology and the convenience in use of indices as universal factors showing qualitative and quantitative components of the investigated object.
