Abstract

Three factors impact a city's strength - its political/administrative power, its economy, and its cultural offerings. These factors can ruin a city and cause it to flounder or can cause it to rise to the status of a metropolis. The divisibility of a plot of land within a city's territory, as well as the type of ownership, are important because they are closely linked to political/administrative power.
