Uniform indoor environment criteria as the eco-efficient activities provision in EU newcomer-country

Abstract
Expenses for heating and ventilation, including air conditioning, are the main part of building maintenance expenses in the Eastern Europe. Ventilation air flow depends on processes, equipment used, permissible indoor air pollution level, thermal comfort level and other factors. Permissible concentration values are different in various countries, different are local ventilation air flow calculation formulae. As a result, ventilation air flow may differ up to ten or more times, in its turn non-returnable natural energy resources devastation for ventilation air heating and conveying differs significantly, as well. Exhaustive analysis and checking of the existing air flow establishing methods may contribute to successive sustainable development. Thus the unification of permissible levels and methods includes two aspects, the first, it allows to compare and find the best energy saving solutions, the second, uniform ventilation air flow establishing methods are especially urgent in small European Union newcomer-countries because designers fall to use not coinciding data of various origin.
