The article analyses methodological principles for justification, preparation, implementation, monitoring and management of transport infrastructure investment projects, as well as improvement and application of these principles. Preparation of a list of priority projects for the transport investment programme ISPA and, later, for structural and cohesion funds was based on the EU economic development documents and project preparation methodologies. The principles and steps of the evaluation of Lithuanian urban transport system infrastructure development projects are based on the analysis of the current situation. Due to the absence of a specific evaluation system, social and environmental impacts are defined insufficiently, as well as all possible factors and specific qualitative or quantitative implications. This prevents from a proper project comparison and gives economic priorities preference over other priorities. In order to avoid inconsistencies, it is important to apply modified multi-purpose analysis methods. The suggested model for justification of the development of urban transport system infrastructure could be applied in urbanised territories of all types.
