On creating a system of criteria for multiple criteria evaluation using methods of mathematical statistics

Abstract
Multiple criteria evaluation is performed in stages. First, a phenomenon is identified a state of which has to be evaluated in quantitative terms. Then, a set of describing criteria is established based on information elicited from the literature, which forms a basis for creating a system of criteria. The system of criteria differs inconsiderably from the set: only non-essential criteria of minor influence on the evaluated phenomenon are excluded. The system of criteria has a considerable impact on the objectivity of the evaluation of the phenomenon. Nevertheless, this stage of multiple criteria evaluation attracts insufficient attention. Reasoning on the choice or discarding of particular criteria, on the required number of criteria is usually omitted.
