Abstract
While the settlement system has reached the present situation, there have been a lot of urban reforms making influence on the urban growth. As Lithuania became independent in 1990, the Soviet Union urban planning policy was changed into ideas propagated by Western Europe. Lithuania has accepted the conception of sustainable development. The main propositions of this concept are reflected in the national planning acts and in the Master plan of the state territory. Considering the sustainable development, the author of the article offers the decentralized concentration system. Five centres of urban crown are chosen as a basement. Urban rings, consisting out of different hierarchy of towns, are being formed around them. This system has been suggested to reform regions, thus it is more adequate to the regional system of the European Union. The decentralized concentration plan of Berlin-Brandenburg is chosen as an example.
