Potential of human resources in public sector in the context of the European Union enlargement
Abstract
Human resources potential is presented as a relevant and perspective field of scientific research. A methodology of decision-making and implementation of human resources development management is discussed. The author analyzes human resources system and the priorities of human resources potential management. The national strategies of private and public sectors specialists' professional development and "life-long learning" are described as a result of research aimed at strengthening human resources potential. The author emphasizes the importance of such research and indicates some possible tracks for further investigation.
