A dynamic urbanization, the need of effective resource conservation, the penetration of new technologies create challenges for urban operators in dealing with the complex tasks of sustainable urban development. The inefficient management of urban buildings, abandoned buildings, slow decision-making, and the absence of a systematic approach are major issues faced by cities municipalities and other public institutions. The article analyses the urban building management processes and proposes new model to improve the process of assessing the end-use efficiency of public buildings according to sustainability. Based on the model and applying the Simple Additive Weighting (SAW) multi-criteria mathematical method a decision support system (DSS) has been developed. DSS will automate the decision processes, evaluate the efficiency of the use of buildings in accordance with sustainability criteria and analyze the rational scenarios of the end-use of buildings. The article presents a case study – evaluation of efficiency of Vilnius municipal buildings using the proposed methodology. The proposed approach is useful in developing interdisciplinary competences by combining technological, mathematical modeling and management knowledge and creating innovations.
