The issue of finding a rational variant of structure and operating of the system of state registers is discussed in the article. Main means of solution of this issue are determined. The discussion starts from the defining current issues in the area being discussed. The rational scope of the system of state registers is suggested and their relations described. The most rational way of organisation of the system of registers - centralised - is suggested. Main law regulations, required for introduction of the suggested system and providing its efficiency are presented, the sequence of implementing the system is proposed.
