Abstract

There exists a competition among the valid laws. Beside the newly passed laws the norms of the Labour Code from 1973 are in force nowadays. These norms, regulating labour discipline and material responsibility do not meet the requirements of the valid legislation and the market economy. That is why there are suggestions to prepare a unified Labour Code which would ensure the complexity of the regulation of labour relations and could abolish existing gaps in the valid legislation. We should set limits to the central regulation (at the state level) and the local regulation (at the enterprise level) in the Labour Code Project. It is also important to give a possibility for the labour contract parts - employers and employees - to set additional privileges compared to those settled by legislation in a form of their mutual agreement. The ideas expressed above let us draw a conclusion that the fundamentals of the labour relations regulation can be set forth exceptionally in the Labour Code, as well as the norms in various fields of labour relations can be rendered concrete there.
