Employment of people with disabilities is very important in reducing the risk of poverty, social integration and participation in society. As it is difficult for people with disabilities to integrate into the labour market, social enterprises can be considered as a new opportunity for employment and social inclusion. This study investigates opportunities for social entrepreneurship development based on non-governmental organisations from the perspective of a regional city in Latvia. The paper applies analytical study of secondary sources and in-depth interviews with representatives of non-governmental organisations. The results indicate that non-governmental organisations offer diverse potential for social entrepreneurship development, and various forms of cooperation with local authorities might be possible.en_US
