The constantly changing environment causes the changes in the factors affecting employee competency and its evaluation methods, which are considered controversial in the scientific literature. Various authors apply different approaches when evaluating the factors affecting employee competency. Therefore, the problem of identifying the approach, which reflects the real situation in the most accurate and comprehensive way, has been detected. The present article discusses the problems in question by combining various scientific positions considering the aspects of the evaluation of the factors affecting competency. The article is aimed at forming the model of the employee competency integrated assessment, based on the example of the public relations specialists of the Lithuanian Armed Forces. In order to identify and evaluate the factors affecting employee competency, multi-criteria and expert evaluation methods have been employed. The employee competency integrated assessment model, allowing identifying and evaluating the factors affecting employee competency (by applying the method of estimating the significances) as well as developing the solutions for its improvement, has been proposed.en_US
