At this point in time we can see that the current condition of street network's pavement of insufficient quality has already reached the limit of its useful capacity and became one of city‘s key problems. The sustainable urban transport system should better handle the negative externalities. In the existing reality, the pavement quality of street network often fails. The municipalities transport maintenance departments should take care of pavement quality and predict distress before it will appear. Optimizing maintenance through the use of GIS application for a pavement management system can significantly to simplify it. The research is related to the study of the street network in the centers of cities such as Vilnius(Lithuania) and Malmö(Sweden). The intentions are to create a database of street networks system using GIS applications, show which decisions could be made with the help of such database, and compare two cities with contrasting levels of development in their respective countries and different types of governance. The research considers identifying road condition using the Pavement Condition Index (PCI). The PCI can be a guideline for making decisions. It could be developed with GIS a multi-year plan to predict and bring the road network up to good condition.en_US
