dc.description.abstract | The resources of an organization are represented not only by human capital, material resources
and organizational processes, but above all by the professional competence of employees. All of these elements
must co-exist with each other optimally. The result of this is the creation of added value in the organization,
which provides a competitive advantage over other players operating in the same environment.
Factors supporting or even enabling optimal use of the organization's internal communication
include interpersonal relationships, based on formal communication in both horizontal and vertical
directions, informal communication, and communication based on symbols. The most important role in
internal communication is direct contact, in which verbal speech is complemented by nonverbal body
language. The author intends to show the development of methods that are in use within public
administration and present innovative solutions in the field of communication management in the
