Virtual organization: specifics of creation of personnel management system

Abstract
Development of new forms of organizations as a Virtual organization, has not only advantages, but also causes certain problems as well as new conflicts within an organization because of new specific of personnel management. Inadequacy of certain models applied in personnel management and current market requirements can determine the decrease of competitive ability for the business organizations, loss of potential markets, causing social problems, such as unemployment, increase of social disproportion between different countries or regions, migration of qualified staff. Due to the following reasons, the perception of personnel improvement problems and their solutions stand not only for business development factor. These circumstances formed the topicality of the article subject. Object of research – management of geographically remote personnel of virtual organization using computer network and information technologies also factors affecting efficient personnel management. Goal of the research – to construct effective model of personnel management of virtual organization, that create possibilities to manage geographically dispersed personnel using information technologies. Methods of the research – there was applied systematic analysis that allowed disclosing personnel management specifics under the conditions of virtual organizations’ development. In performing the research there were used methods of comparison, summarization and documentary analysis.
