Viešųjų pirkimų statybos sektoriuje problematikos tyrimas ir apžvalga

Abstract

Viešieji pirkimai yra svarbi ekonomikos dalis – bendra per šias procedūras išleidžiamų lėšų suma prilygsta dešimtadaliui bendrojo šalies vidaus produkto arba trečdaliui Lietuvos nacionalinio biudžeto. Tokios pirkimų apimtys rodo, kad viešieji pirkimai yra ir bus viso šalies ūkio variklis, todėl straipsnyje apžvelgiama statybų sektoriuje vyraujanti viešųjų pirkimų problematika Lietuvoje bei pasaulyje, taip pat aprašomas atliktas perkančiųjų organizacijų bei tiekėjų tyrimas apie jų požiūrį į šiuo metu Lietuvoje vykstančius viešuosius statybos darbų pirkimus.

Public procurement is an important part of economy; the total amount of money spent during these procedures is equivalent to one tenth of the country’s GDP (gross domestic product) or one third of Lithuania’s national budget. Such volume of purchases shows that public procurement is and will be the engine of the whole economy of the country. Because of this, the article provides an overview of the prevailing procurement problems of Lithuania and of the world in the construction sector; it also describes the survey on consumer-organizations’ and suppliers’ view on current procurement of public construction works.
